I just got done working on a new free keyword research tool to help people find the best keywords to optimize for.
The tools offers extra metrics that include KEI and KEI3 that can help you decide which keyword will be the most effective.
I use the same metrics that is provided by the paid wordtracker service. They have a great tutorial on how to analyze and use the KEI and KEI3 metrics here.
